杨鲁新，女，汉族，山东人，毕业于山东师范大学外语系，是教育工作者，现为北京外国语大学中国外语教育研究中心副教授、硕士生导师，中国英语写作教学专业委员会副会长。

1989年毕业于山东师范大学外语系
1992年获北京第二外国语学院硕士学位
2001年获英属哥伦比亚大学(University of British Columbia)硕士学位
2006年获多伦多大学(University of 多伦多)博士学位
研究方向
外语教师发展，外语教学，二语写作，社会文化理论与外语教育。
目前研究
中国英语教师能力标准。中国外语教育研究中心”十一五”规划课题。

杨鲁新是中国外语教材研究中心副主任，中国英汉语比较研究会写作教学与研究专业委员会副会长，中国英汉语比较研究会外语教师教育与发展专业委员会常务理事，中国高等教育学会外语教学研究分会秘书长，教育部职业院校外语类专业教学指导委员会委员（2021-2025年）。杨鲁新自2010年起担任教育部“国培计划”英语教师培训专家。2013-2021年担任北京市中小学名师发展工程北京外国语大学培养基地教学主管。杨鲁新目前担任《基础外语教育》期刊主编、Language Teaching Research编委、TESOL Quarterly、Language Teaching Research、Journal of Second Language Writing、Language, Culture and Curriculum、English for Specific Purposes、Frontiers in 心理学等知名国际期刊审稿专家。

2008年，杨鲁新获得北京外国语大学华为奖教金。2012年，她获得优秀硕士论文指导教师奖。同年，她入选新世纪优秀人才支持计划（NCET-12-0792）。2015年，她入选北京外国语大学“中青年卓越人才支持计划”卓越学术带头人。2017年，她获得北京外国语大学优秀教学成果奖一等奖。2018年，她获得优秀硕士论文指导教师奖。同年，她成为全国高校黄大年式教师团队成员（国家级，排名4/14）。2019年，她获得优秀硕士论文指导教师奖。同年，她获得北京外国语大学2019年度三八红旗奖章个人称号。2020年，她获得国务院政府特殊津贴的专家。同年，她主编的大学思辨英语教程-写作1（记叙文写作）荣获2020年北京高校“优质本科教材课件”。2021年，她获得“北京外国语大学研究生培养与管理奖——研究生教育教学优秀奖”。同年，她获得优秀硕士论文指导教师奖。
